of the government audit and oversight committee today on monday october 29 here in the city and county of san francisco home of the world series champions giants. i am supervisor mark farrell. i am the chair of the committee and joined by supervisor chiu and will be joined by supervisor elsbernd. i want to thank the staff for covering today's meeting. madam clerk do we have any announcements? >> yes. please make sure to silent any electronic devices and items acted upon today will be on the agenda anyplace otherwise stated. q. can you do item one and two together please? >> item one is a hearing and resolution and "deja vu all over again: san francisco's technology needs a culture shock." >> thank you very much. president chiu. >> thank you mr. chair. i wanted to make a couple of introductory comments and thank you for taking part in this hearing and in particular i want to thank the civil grand jury report for looking at this topic. i decided to bring with me today these folders. these folders represent all of the documents i have been looking at in the last couple of years on this
reporting relationship between the city cio and the departmental cio's functional weakness for city wide problems and partially agree the city's inability to manage these projects in a centralized function could benefit from reporting relationship between the city, cio and department c cio's. number 11. allowing common ict xurchgzs addressed and performed by department by department basis has lead to duplication and unnecessary spending. for this i agree. addressing by individual departments is the reason for duplicative efforts and spending. finding 12. the plan does not include ongoing operational activities and prior funding. for this i agree. the five year plan is a strategic plan and focus on operational activities would be helpful. find be number 13. there are no consolidated budget and staffing plans. partially agree. while there are some efforts there is no accountability and it's not clear who is responsible if spending decisions are not met. now let's get to the first category of recommendations. moving to -- there were a number of recommendations that came out of the
really hard with organizations like sf city and code for america and others to make sure that we keep being leaders in technology and celebrating our status, but also implementing the programs to help us continue that very nice title we have, the innovation capital of the world. and i am here today in collaboration with board president david chiu and so many others from our committee on information technology, spur, our different various city departments, really trying to improve on what we've done already. back in 2009 then mayor gavin newsome to the light of all of us had introduced that we ought to really establish some guidelines to open up our city's data. and in the year later, the board, less legislation, the first open data legislation in san francisco that made us cutting edge throughout the country, the first to come out and say to everybody in the public, to people who wanted to create businesses, wanted to look at the city with kind of an open invitation to involve themselves with what the city had. and part of that really neat understanding was that we were holding o
with the city the past few weeks to try and consume some of the data that's a part of the data sf data repository and tell a story about urban growth. so, this is a mapping platform that allows you to not only visualize your data like you see here, but also ask questions of your data. and i'm pulling data from multiple data sources. here we have data from the city. we also have data from private data sources that read -- not going to mess with it. there's one of the variables now, the bottom you see there is median household income. we're pulling in all these different data sources, creating a beautiful visualization to tell a story at the neighborv level of how the city is growing. and some of the things you're seeing on the map here are a pipeline of information about both residential permits over the past decade or so, how has the city allocated permits throughout different neighborhoods in the city. and some of the other things you're seeing on the map is the approved businesses, the businesses are currently doing business in the city. one of the things we said once we started visu

within our city contracts that the companies that do service for us do not own the data that they generate from us, that they will have a contractual obligation to share that with the city so that we can mine that to the rest of the city, that's advance of opportunities for everybody. i know at the heart of sharing this data, there is going to be a lot more jobs created, a lot more people out therein venting new ways to establish small businesses that will improve the way we live and work and play in the city. and we look forward to great events like a super bowl host or something like that, we're going to be able to give people a really rich amount of programs that they could access from here to santa clara to san jose. we can act regionally with our data and we can join and continue to be in the great city of san francisco. so, i want to thank all of the people, all of the different starting up companies here and those that are inventing with us, thank them for celebrating innovation month in such a exemplary way. and i think we're going to have a lot more to announce
and constituent trends are happening in our neighborhoods * ? that data is there to be shared with our city planning. so we can plan for the future and make sure when we're not planning to limit the kind of growth that we want to encourage. >>> and then we've got another exciting one. chris haug is here and the company hundred-plus is here today. they have worked on, for many years, health related data. and they're going to roll out the opportunity where people can get information about what exists in our city that they can utilize or go to that will affect their health in a positive way. for me, i'm looking at an apparatus that will be on my wrist that will tell me every time i should go to the golf course. [laughter] >> because that's where my exercise happens. the more i walk on the golf course like i did 18 holes yesterday morning at 6:00 a.m., the more healthy i'm going to be in the long run. it's things like that where people don't know there might be an existent location that they don't know about that could be related to their health. and they could have that instantaneously. >>> th

of any major city in the country. i want to thank my colleague scott wiener for helping to showcase the importance of the other nine to five economy. the impact of all that you do has an impact on our job situation and local economy, and to highlight all of the great work that we can do together to ensure that the sectors that you all represent, the sectors that you work for, that you employ people for connaught is one of the greatest sectors in san francisco. i hope we will take the opportunity of the america's cup to showcase our clubs, our restaurants, our nightlife events. as someone who represents the broadaway neighborhood, an area of town that i used to spend a lot of time in when i was in my 20's -- but actually, very few locals take the time to head to the beach on broadway. our neighborhoods are coming together to say that broadway is open to the rest of the world as well as san francisco. i want to put san francisco back on the map when it comes to music. to make sure that we have the type of entertainment that we used to be renowned for. and those of you that work in our

, but it's not going to work and today i will settle formality city librarian luis herr ra and i would like to welcome each and every one of you to our ceremony today. this is indeed a milestone because it's not only the beginning of construction to a new new library, but it's the end of the program, which means it's a long time coming. {$}[ applause ], what it means that this is the last project and i want to especially thank. north beach community for your patience, for your persistence and your perseverance to have the state-of-the-art library here in your neighborhood. [ applause ] >> let's talk a little bit about this library. it's going to be 60% larger than the other library that sits over there. 60% larger. that means more books, more media, wonderful technology, wi-fi access. if you envision this space and if you look that way you have a wonderful adult area. as you walk in from the mason street side, you have an amazing teen center for all the young adults. absolutely. yelling back here, [ applause ] . that was our deputy city librarian,
in the city. we new he had to make sure that our students that are growing up in the city are able to access those jobs because they're graduating college-ready. i want to be clear when we talk about a through g i hear the debate not all kids have to go to college and i agree but all of our kids have to graduate ready for college because you graduate ready for college you're able to access living wage jobs and if you don't have math and science classes that are required a through g you're not going to be able to go into apprenticeship for building and trade programs. so this is an important policy for the city. unfortunately with our first two classes the level of cuts that they've been experienced has not allowed our school district to fully support the program that is needed to do that. i think, also, with our city passing really the highest budget that we have seen in our city's history i think it's more important than ever that we really step our support for your families and our kids. that being said i think that there are a lot of conversations in kind of moving targets as we're findin
cost savings come from department to department for the city for any of the consolidations. isn't there is a need -- didn't i just do this? we propose a consolidated city wide ict budget and staffing plans. we propose a survey of ict performance from departments that is updated periodically. we propose console daitd ict management asset system for these purposes. we propose a data base for personnel. maybe we have enough data but we're not collecting the right useful data. everyone agrees that hiring for technology needs to be improved. technology is a highly dynamic and ever changing field. no one can predict the five years of technology or what talent will be required. of your cell phone. the administrator requires a staffing plan. doesn't exist. there maybe hurdles to overcome but hiring as permanent exempt is better than the traditional civil service for technology. it reduces time to hire. it raises proakt of attracting top talent. it means hiring mistakes can be corrected easily. it's done elsewhere in the city. lawyers and our attorney departments do have at
think like a battle ship city government is not easy to turn quickly. it's going to take us years of hard work and partnership and dedication to make that happen. i think we are forging those partnerships. i think there will be debated about centralize and decentralization but in the interim period or department heads make a determination about that i think it boils down to partnerships and i think department of technology and cio and coit we spend time creating these partnerships and the consolidation project is a great one. i also want to acknowledge the airport and the emergency management center and we have a great partnership with. we have a great partnership with labor and reclassify it positions and training program whereas in the past it was done on a department by department basis so i think we're creating those partnerships for success, but i think at the end of the day it's a transitional challenge for the organization to go from thinking of itself as minicorporations as they view themselves at times in independent departments to work together as a cohesive unit. it

recently, the only city staff position devoted -- focused on domestic violence. colleagues as we all know over the past year we've had significant public discourse on domestic violence, but despite the recent controversy everyone agrees that we need to do more to protect and bolster our safety net for our domestic violence victims from our mayor, our district attorney, our sheriff and our colleagues. im4 p want to thank supervisors cohen, kim and mar for their early cosponsorship and i also understand that supervisors wiener, farrell and avalos will also be supporting. the rest of my items i will submit. >> the clerk: thank you. supervisor elsbernd. >> supervisor elsbernd: thank you, madam clerk. i have two in memoriams today. the first the mother-in-law for our on again, off again on again deputy clerk day clerk kay diewben gay. secondly, if we could, on behalf of the entire board of supervisors i'd ask if we could adjourn today's meeting in memory of former san matillo county supervisor mike nevin. mike was a very
development. i warriors, i can understand how the port and city want to develop this pier because they've been trying to develop it. they voted in 1990 to develop the waterfront until there was a comprehensive waterfront [speaker not understood] to try to get the international [speaker not understood] cruise terminal built. [speaker not understood] the economy and the cost of updating the pier now the fiscal feasibility study which you supervisors have actually approved would cost the tax payers $120 million. there's also another thing that is really critical is the congestion. the super congestion in the area. luckily i live in this area because i wanted the multi ple transportation bay area options to me and i walk to bart every day. i don't have to drive a car. but there is a lot of small businesses that are in the live-work units, commuters, people who come and go. and i understand how this plan to have 600 additional parking spaces and 200 on the other lot will fit into the city's adopted congestion management program. that affects all the funding and so forth, so, thank you. >> thank you
then in his adopted home of daly city joined the daly city city council, served there for 10 years serving as mayor for two years. he then stepped up to the san matillo county board of supervisors and served on that board for 12 years. in his collective 10 year at both daly city city council and county board of supervisors he served on a variety of regional agencies, mtc, caltrain, bay area management district you name it, he probably served on it. what i got to know him well on was transportation issues. when i had the pleasure of serving at the caltran board where supervisor cohen is now, you
, that was the argument that the city made on the big bike plan and they got slapped down by the dort when they made -- court when they made that argument. >> president chiu: if i could respond to that the code refers to what is described as quote minor alterations for example new -- landscape, filling of earth and then it lists a number of minor alterations of land. again, colleagues, in case you hadn't had a chance to read other exemptions, it refers to the new gardening, filling of earth, minor alteration in land water -- officially designated wildlife management areas, minor -- having no permanent effects on the environment, minor trenching or backfilling and then goes to other descriptions that aren't qualified with the word minor. so if your suggestion is that we have to read the word minor into a minor creation of bicycle lanes, it just doesn't seem to be backed up in the statute. >> i'm not following what you're saying. i think the preamble to that is minor. those other examples you cited mostly have to do with landscape and gardening are examples of things that would be typically -- or that
that their intention is to come to the city on a one-time basis but this is only funding source for half a year. and so hypothetically in the year -- the school district would have to pay for an annualized expense ongoing, year after year. so i think that we don't have an answer from the school district about what their intentions are. nor do we have really the answer from the san francisco unified school district about how they prioritize this in light of some of the other budget priorities that they may have. so i think we would benefit from having a continuance, but i do think these are very important questions to ask before we make this decision. so again i want to thank supervisor kim for the continuance. i do think that the cause is a worthy one. i think having credits that kids can catch up on is a good thing to have kids be able to graduate from our school district. but i think it matters about how the school district intends to prioritize this in their own budget. i think it matters about how they intend to continue supporting this in the long run. thank you. >> president chiu: supervisor elsb
's working. city, city, give me your environmental review ♪ ♪ i'm half crazy all for bike riding with you ♪ ♪ and we won't -- we will ride through oak street, but you'll look sweet, upon the city bike seat, of a bicycle -- and you're riding there with president chiu ♪ >> president chiu: thank you. next speaker. >> hello. j.j. dillon, i came to san francisco in 1994 when i got out of the service, i went to usf, i worked hard in the city, i finally bought a place in the city last year. i'm not going to argue the merits of the bike policy. i went to one meeting but most of the meetings are held during the day when i actually work, thank you very much. but let's get down to the issue of whether this really needs environmental review. we can argue about what's minor. we can argue about what might be major. but i'd like you to do something tonight. i would like you to realize that there's a giant project going on three blocks from your house, and that that project is three blocks away from another giant project. that's going to take away a combined almost 230 parking spots. they're going
berkeley and served our city for 18 years. most recently he covered the beat in my district in north beach where he worked closely with our district residents and community members to ensure public safety in our neighborhoods. among his colleagues, as anyone who interacted with him would know he was known as a very friendly face, voice and protector of our community. i want to recognize officer welsh for his work in protecting our residents and express deep condolences to his family, particularly his children. he will be remember by colleagues and community or his service. i also want to recognize the passing of a friend and a fellow public servant, teresa burke. for the last decade she served as an analyst at the public utilities commission in addition to her work on complicated legislation she was greatly respected by her colleagues for her work advocating consumer interest in securing grant opportunities for new initiatives and serving as the departmental liaison on climate change before her work at the puc. she served as an analyst for the department of public works. i knew teresa not
the bid is proposing is to create uniform street artist stalls or displays and these would bear the city logo on them, they would all have a uniform color, and the idea would be that they could be easily identifiable even across the street if you are coming out of the westfield complex. the art commission likes this idea, they have endorsed it, the bid is also willing to pay for these displays. it would be a voluntary program, okay, this is not coming out of the street artist money and it's totally voluntary. if the street artist doesn't want to do it, fine. but we want to give it, like, a one-year trial period to see how it would work out. also what i wanted to call your attention to is that by law the street artist displays are 3 feet deep this way by 4 feet long this way, and no taller than 5 feet. and the design that the bid and the art commission staff came up with would exceed two of those dimensions. they would exceed the length dimension by one feet and exceed the height dimension by two feet, they would make it 7 feet tall. if you were to approve this pilot program and th
conduct business for the residents of this city like they're supposed to be. no one's paying attention to prop a, transit first. no one. so when we take that into context, this system should be really -- yeah. mr. elsbernd brung up prop g but did it affect anything? i don't know. we have to look at those numbers today because in two weeks they're talking about cutting service to your constituents in the outer neighborhoods. yet take care of the visitors that's coming to shop in union square but what about the individuals in the outer neighborhoods. service is going to be affected deeply with these cuts. so we just ask for you and we are trying to work with the agency as a partnership, what we're asking for the support of the board as well. let's really identify the serious problems of the agency, and the bureaucratic -- the misspending of all the funds that they have. can we do that. and we're willing to work with each and every one of you as -- >> president chiu: thank you. next speaker. >> like alfred hitchcock said, good evening. first i would like to thank supervisor olague, in my
